The WTO Committee on Ecommerce (JSI)
We have reported on the progress of this committee over time. It became far more important for us when the S-G Meme of the AfCFTA Secretariat announced that the AfCFTA Protocol on Ecommerce would be based on the JSI’s work. At the end of the year, the JSI had before it the following issues still to be agreed upon: Non-discriminatory treatment of digital products; Paperless trading; e-Invoicing; Cybersecurity; Open Internet Access, and Customs duties on e-transmissions (the “Moratorium”). The steering committee of JSI has expressed its desire to complete all these negotiations by the end of 2022, however, the postponement of the end-of-year Ministers’ meeting (reported on in our December edition) may delay the process significantly.
